The Congolese M23 rebels were a no-show yet again at a closed-door meeting in which the rules of engagement to be followed during the in-depth discussions into the causes of the conflict and returning peace in the Eastern Democratic Republic of Congo formally commence on Thursday this week. However, Chief negotiator Uganda's Defense Minister Dr. Crispus Kiyonga downplayed the M23 boycott and proceeded to hold closed consultations with the DRC Foreign Affairs Minister Raymond Tshibanda. DRC LEAD NEGOTIATOR THREATENS TO PULL OUT OF TALKS OVER M23 MEDIA TALK The Democratic Republic of Congo peace talks with rebels opened in Kampala, with DRC foreign minister threatening to pull out over M23 media talk. Minister Raymond Tshibanda is concerned by the negative things the rebels have been saying about the DRC government, which he wants stopped during the talks, or else they pull out. The condition was in response of statements made by the head of the M23 rebel delegation to the talks Francois Ruchogoza accusing the DRC government forces of assassinating 45 M23 rebels in the state of Oriental in 2010, which sparked off the war after Kabila had allegedly violated an agreement signed between him and the M2,3 which was to have the rebel forces integrated into the national army and positions in the army shared equally. THE M23 REBEL HEAD OF DELEGATION HAS THREATENED TO PULL OUT OF THE TALKS The M23 rebel head of delegation has threatened to pull out of the talks should the DRC government delegation refuse to sign the M23 rebel cease fire draft agreement seeking for the withdrawal of the government backed Hutu FDLR rebels and the Mai mai from the rebels former captured position in and outside Goma town.
