During the first 5 transitional committee meetings at the Dubai-Expo City, parties agreed to operationalize a loss and damage fund, a promise made at Sharm El Sheikh. COP 28 president Dr. Al Jaber highlighted the unprecedented speed of this achievement. The fund aims to support vulnerable populations affected by climate change. Germany, the UK, Japan, and the U.S. made significant financial commitments to the fund. However, some Civil Society Organizations criticized the move as a distraction from addressing the root cause of climate change, which is the continued use of fossil fuels.

Senior Govt officials among 5 charged with theft of subsidized fertilizer worth over Ksh.65M

Five individuals, including senior government officials, have been charged in Nairobi's Milimani Law Courts for conspiring to defraud the Kenyan government of millions of shillings worth of subsidized fertilizer. Kipkorir Ronald Tanui and Edwin Ombui Oseko, public service employees, are accused of fraudulently obtaining over 19,913 bags of fertilizer. In separate charges, Bimack Kipchirchir, Samuel Kipkosgei Kugo, and Harry Kiprop are accused of a similar scheme involving 6,150 bags of fertilizer. The accused face various charges, including conspiracy to defraud and abuse of office, with plea taking scheduled for November 27, 2023.

The Kenyan Judiciary has over Ksh.41 million in unclaimed cash bails and other assets, including deposits for accused persons' release, property deposits in civil matters, awards in children cases, and workman compensation. A total of Ksh.5.1 billion has been collected for ongoing and concluded cases as of October 31, 2023. Registrar Caroline Kabucho stated that Ksh.41.4 million is from cases settled within a year as of October 30. Unclaimed assets will be transferred to the Kenya Assets Recovery Authority if not claimed within the specified time, although depositors can still claim them later with the necessary documentation.
