Feasibility Study of China’s Carbon Tax System under the Carbon Neutrality Target—Based on the CGE Model

It examines the effectiveness of carbon taxes in achieving the Double Dividend Effect, which pertains to reducing carbon dioxide emissions and enhancing economic development and residents' income. The study finds that while carbon taxes significantly reduce CO2 emissions, they may initially hinder economic growth. However, in the long term, with policy improvements and the establishment of a compound carbon emission reduction mechanism with carbon trading, a carbon tax can positively influence the macroeconomic structure and development. The article also provides policy recommendations for China, including rationalizing the carbon tax system, setting a reasonable tax rate, improving the policy regime, and establishing a compound mechanism with carbon trading to achieve China's carbon neutrality goal by 2060.
