Challenges facing smooth Governance at Kenyas Counties

Kenyas President Uhuru Kenyatta has today signed into law a bill that will allow Treasury to disburse about shs370 billion to its 47 counties spread across the country. The monies include conditional grants totalling about shs14 billion to various counties and shs316 billion as equitable share. The enactment of the County Revenue Allocation Bill CRAB, follows months of a tussle pitting the senate and the Government over the adjustment of the previous Revenue formula by the Commission on Revenue Allocation CRA. A formula that stirred controversy delaying the release of funds to counties leading to a shutdown of services running into weeks at the county governments. The report will delve into analysing how the delay in the disbursement of funds to counties has impacted on development programs at the county level and its implication on devolved Governance.
