In Spain, life expectancy has significantly increased, with men now living to an average of 82 years and women to 87. Drivers typically stop driving six years before reaching their life peak, with women ceasing to drive a decade earlier as a precaution. The number of drivers over 65 has doubled in the last decade, and they often drive cars averaging 14 years old. Spain has no driving age limit, but license renewal becomes more frequent with age. Adolfo Garnacho, an administrative manager of a center conducting psychotechnical exams, mentioned potential changes to renewal frequencies. The DGT acknowledges that older drivers are more cautious, but acknowledges the challenges of aging. Additionally, over 16 million cars over 15 years old, making up 44% of the vehicle fleet, are still on the roads, posing safety and environmental concerns.

The Spanish Directorate-General for Traffic (DGT) has introduced strict regulations for vehicles, including electric scooters and personal mobility vehicles, to improve road safety and urban mobility. The new rules, which include a maximum speed limit of 25 km/h for scooters and a ban on their use on sidewalks and highways, were detailed by DGT head Pere Navarro. All vehicles manufactured before the new regulations must be replaced by 2027. In 2022, there were 299 accidents and 12 fatalities involving these vehicles, according to Fundación Mapfre. The DGT aims to promote responsible education regarding these changes.
