Covid-19 impact: Digital learning lays bare economic disparities
30 Apr 2020  |  The Express Tribune  |  English  |  Covid-19 Impact on Education
The article discusses the challenges faced by students and teachers in Pakistan due to the shift to digital learning amid the Covid-19 pandemic. It highlights the economic disparities that have become more apparent as many students from lower-income families struggle to afford the necessary technology for online education. The story of Fauzia, a mother whose children share a computer with neighbors, exemplifies the difficulties faced by the poor. The Taleem Bachao Committee criticizes the government's focus on private schools, neglecting the needs of government school students. The Higher Education Commission of Pakistan has introduced policies to mitigate academic losses, but there's still a lack of clear guidance on addressing the economic gap in digital learning. Kamal Siddiqi from the Institute of Business Administration suggests that despite the challenges, online education is the future and will likely become more prevalent.

Study exposes multiple views on European higher education
22 Jun 2022  |  www.universityworldnews.com  |  English  |  Higher Education Policy
The European Universities Initiative (EUI), a flagship program by the European Commission, aims to create networks of universities across Europe to enhance international competitiveness and collaboration in higher education. Initiated by French President Emmanuel Macron in 2017, the program has launched 41 alliances involving 284 institutions from 32 countries. Recent changes allow participation from any of the 49 European Higher Education Area countries, though non-EU institutions won't receive funding. Key debates include the inclusivity versus elitism of the initiative, the role of national governments, student representation, and the importance of physical mobility versus virtual alternatives, especially in light of COVID-19. The initiative's development offers insights into the evolving landscape of European higher education.

BJP credits Modi for setting up two new colleges a day since 2014, although 74% of them are private
15 Sept 2021  |  Scroll.in  |  English  |  Politics
The Bharatiya Janata Party claims that the Modi-led government has established two colleges daily since 2014, but 74% of these are private institutions, a claim deemed misleading as the central government plays a minimal role in setting up private colleges. Experts highlight the pivotal role of state governments in the establishment of colleges. Additionally, the government's claim about the increase in functional girls' toilets in schools is also questioned, revealing that many are non-functional.

Roots of dispute over online classes in Pakistan
01 Jul 2020  |  Asia Times  |  English  |  Protests
The shift to online classes in Pakistan due to the Covid-19 pandemic has led to protests by student organizations demanding the suspension of e-learning, citing inadequate Internet facilities. The Higher Education Commission (HEC) is pushing for online classes to avoid an academic gap but lacks a viable policy to address the connectivity issues, especially in remote areas like Balochistan. Despite increased Internet usage in Pakistan, the digital infrastructure is not sophisticated, and the digital divide persists. The resolution may lie with provincial governments providing public places with high-speed Internet, which could decrease the academic gap if implemented effectively.

Non-recruitment on advertised positions: HEC chief asks VCs to complete hiring within one year
04 Mar 2024  |  www.thenews.com.pk  |  English  |  Government Policy
The Higher Education Commission (HEC) of Pakistan has directed higher education institutions to complete the recruitment process for advertised teaching and non-teaching staff positions within one year from the date of advertisement. This comes after concerns over extended delays in the recruitment process, sometimes beyond two years. HEC Chairman Prof Dr Mukhtar Ahmed emphasized the importance of staffing HEIs with the best human resources and noted that delays can lead to legal challenges and doubts about the meritocracy of the process. The HEC has also recommended withdrawing positions advertised before March 1, 2022, and completing recruitment for positions advertised after this date by June 30, 2024. The Punjab Higher Education Commission (PHEC) has raised concerns about the HEC's authority post-18th Amendment, but the HEC Chairman clarified that the federal HEC has not prohibited provincial HECs from taking measures to improve HEIs. He also highlighted the issue of over 70 public universities lacking regular vice chancellors, particularly in Punjab, and has reached out to the newly elected Prime Minister and Chief Ministers to address this and other challenges.

The Sindh government has allocated Rs312.245 billion for the education sector for the financial year 2023-24, a decrease from the previous year's Rs326.8 billion. Despite the reduction, Chief Minister Syed Murad Ali Shah announced several initiatives, including the recruitment of 2,582 new teachers, upgrading of schools, and significant budget increases for colleges and universities. The budget also includes allocations for the Sindh Education Foundation's Accelerated Digital Learning Programme and various projects for school rehabilitation and reconstruction, particularly in flood-affected areas. Financial cooperation with the European Union and Japan International Cooperation Agency has been secured for several educational projects.

HEC recognises only 4 of 9 varsities PTI claims it built in K-P
20 Jul 2018  |  The Express Tribune  |  English  |  Politics
The PTI-led government claimed to have established nine universities in Khyber-Pakhtunkhwa over the past five years, but the Higher Education Commission (HEC) recognizes only four of these institutions. The HEC's records show that there are currently 23 public-sector universities in the province. The article also notes that previous governments, including the Muttahida Majlis-e-Amal (MMA) and the Awami National Party (ANP), set up 11 universities in the province over a decade. Some of the universities claimed by PTI were originally satellite campuses or colleges upgraded to university status but not recognized by the HEC.
